PARTNERS IN PROJECT DELIVERY
At the onset of every task or contract, we meet with client managers to understand not only the project’s objectives, but also their expectations. From design development through project closeout, our primary goal is always to represent the interest of the owner. We achieve this by serving as an integral part of the team, implementing a proactive approach, providing cost-effective support and presenting functional solutions to eliminate/mitigate adverse impacts to the project’s success. Following is the range of support services provided by our team of experienced staff:
Delivery Method Selection
Design Consultant Oversight
RE, CCO, CM Manual Development

Coming off of the recent success in delivering statewide services to Caltrans’ METS for materials quality assurance, we have also emerged as leaders in the field of materials engineering, source inspection and testing. Following is a synopsis of the materials related services we provide to the state and other local agencies:

Across California, our project teams implement a lessons-learned approach while seeking innovative solutions to accomplish the essential goals of project delivery — on schedule, within budget and with a positive perception. No project is big or small; we partner with clients to overcome complex challenges throughout the project lifecycle and hold ourselves accountable for its successful completion.
PreScience Corporation traces its lineage to Lim And Nascimento (LAN) Engineering (founded in 1994), with core practice in design as well as construction management of highway, bridge and rail projects. At the time of the LAN-AECOM merger in 2009, LAN, consisting of more than 200 professionals, had established itself as one of the largest transportation consulting firms in California. It had a reputation for working closely with owners and project stakeholders to successfully deliver projects with a high level of community acceptance. In 2013, the former LAN principals established PreScience, a California corporation, based on the same founding principle of ‘placing the interests of our clients and the projects we serve above everything else’.
In a mere 7 years since inception, we have emerged as one of California’s leading Project Management (PM), Construction Management (CM), Construction Engineering and Inspection (CM-CEI) and Materials Engineering (ME) firm, comprised of over 70 professionals (including 20 registered California Professional Engineers) engaged in supporting project delivery with exceptional outcomes.
As we make strides in outstanding project delivery, we are embracing the future by setting goals for innovation. By utilizing digital technology and innovative methods, our construction managers are positively influencing project outcomes, enhancing progress reporting and improving communication. We are also investing in the future by building a workforce replete with recent graduates/interns who bring talent and ideas. We offer them limitless career potential to deploy their education and knowledge in delivering game-changing projects. Having built a reputation for excellence in transportation, we are exploring opportunities to diversify into other infrastructure segments including water, ports and buildings/facilities.
THE PRESCIENCE DIFFERENCE
At PreScience, we firmly believe that ‘people, not companies, deliver successful projects’. Our corporate structure is efficient, non-hierarchical and versatile. From the CEO to the intern, each individual is ‘boots-on-the-ground’, ‘hands-on’ engaged in project delivery. Our efficiency is also reflected in the project teams we assemble for our clients, comprised of cross-trained, multi-tasking individuals who accomplish the project goals. We are known in the industry for our accessibility, responsiveness and flexibility.
We thrive on repeat client business and are always seeking new partners to fulfill their mission of creating and maintaining a safe, sustainable and environmentally compliant infrastructure for transportation of people and goods.

Rosecrans/Marquardt Grade Separation CM Services Contract Awarded
The Rosecrans/Marquardt Grade Separation Project is an important regional rail project located in the City of Santa Fe Springs along BNSF rail corridor. The grade crossing at Rosecrans Avenue and Marquardt Avenue experiences a high volume of vehicular traffic (over 40,000 cars) along with approximately 110 passenger and freight trains per weekday which is equivalent to one train approximately every 10 minutes.
In addition, this grade crossing traverses this intersection diagonally, which results in poor sight distance between roadway and railroad vehicles. The combination of these factors has caused the intersection to experience a higher proportion of traffic incidents than average, whereby California Public Utilities Commission (CPUC) ranked it the number one hazardous grade crossing in the state in 2016. The construction of a new separated bridge overpass at the Rosecrans Avenue and Marquardt Avenue will separate the vehicular and pedestrians from the rail corridor and thus eliminating the possibility of train to vehicle collisions. LACTMA has budgeted nearly $160M for the entire project, and we look forward to aiding in delivering this project on budget and on time by 2023.
