Position: Resident Engineer
Service Sector: Rail and Transit Infrastructure
Location: Oakland, CA
Job Summary
Resident Engineer (RE) will be responsible for the administration of the construction contract with oversight from the Owner’s Project/Construction Manager. The RE will serve as the focal point-of-contact for all parties involved in the construction project. The primary task of the RE is to ensure quality assurance and compliance of the construction activities to the contract plans and specifications.
Other responsibilities include:

Conduct correspondence and facilitate coordination between Contractor, Owner, Project Design Engineer, and other Stakeholders

Review contract drawings and specifications for constructability at a level of effort as determined by the Owner

Submittal review and approval and response to Request for Information (RFI) by the Contractor

Administer changes to the contract initiated by Owner/Contractor by issuing change orders following evaluation of merit and independent estimating of impacts to cost and schedule

Track progress in conformance to Contractor’s approved construction schedule; identify issues with potential/actual impacts to schedule and take actions necessary to resolve/mitigate them

Track progress and issue progress payment for work completed in accordance with contract plans specifications

Perform review and evaluation of Contractor’s claims notifications

Review and approve Contractor’s safety plan and ensure construction activity compliance with its requirements.

Monitor Contractor’s compliance with environmental permits throughout construction

Monitor Contractor’s conformance to quality requirements for materials and equipment incorporated into project limits

Establish and provide oversight of Project Document Control system
Minimum Qualifications
-
B.S. Civil (or equivalent) degree plus 5 years of experience in rail and transit infrastructure sector as a Resident Engineer

Active Professional Engineer (PE) license in California
Preferred Qualifications
-
Excellent communication and presentation skills (oral and written) for interface with clients, project team and contractors.

Problem-solving skills and responsiveness

Knowledge of Primavera P6 scheduling software

Knowledge of MS Office Suite and other proprietary project document control systems
